Surveillance is used by governments for intelligence gathering – including espionage, crime prevention, protection of a process, person, group or object, or the investigation of a crime.

Espionage is by definition covert and usually illegal under the rules of the observed party, whereas most types of surveillance are open and considered legal. International espionage seems to be common among all kinds of countries.

In addition, visible but real surveillance needs to be increased, such as threats using biological, nuclear and chemical weapons.
