Intelligence activities may include observing and collecting data on potential criminal acts or threats that will occur to the people and the state.
This activity is usually carried out in secret or remotely without being noticed by other people or the subject being observed. These observations can be ’empty hands’ or using electronic equipment, such as closed circuit television (CCTV), or the interception of electronically transmitted information such as Internet traffic. It can also include simple technical methods, such as human intelligence gathering and postal interception.

These activities can unfairly violate people’s privacy and are often criticized by civil liberties activists. Liberal democracies may have laws that seek to limit the government’s use of oversight.
Espionage is by definition covert and usually illegal under the rules of the observed party, whereas most types of surveillance are open and considered legal. International espionage appears to be common in all types of countries.
